Position Description:
The Benefit and Leave Coordinator or Senior Benefits and Leave Coordinator is responsible for communicating employee benefit programs and related activities, administering leave requests including FMLA (Family and Medical Leave Act), ADA (Americans with Disabilities Act) accommodations, and special leave programs. The incumbent will ensure compliance with relevant laws and policies while providing support to employees and managers navigating benefit and leave processes. This position will proactively work with Organizational Excellence staff, agency employees, and members of TRS executive and leadership teams.

This vacancy will be filled at one of two levels. Selected applicant will be offered the position that most closely matches their education and experience.

- Benefits and Leave Coordinator: $62,000.00 - $81,522.00

- Senior Benefits and Leave Coordinator: $73,790.00 - $92,237.00

Job Duties and / or Responsibilities:

Leave Administration

  • Administers or assists in the administration of the agency's FMLA (Family Medical Leave Act), Parental Leave, and ADA programs.
  • Manages or maintains total hours used each month on each employee certified for FMLA or Worker's Compensation.
  • Maintains and ensures confidentiality of all related program records.
  • Provides confirmation of FMLA eligibility and associated benefits.
  • Provides advice, counsel, and technical assistance to managers, supervisors, and staff regarding workplace accommodations, FMLA, and special leave programs.
  • Coordinates and monitors the agency's extended sick leave and sick leave pool programs.
  • Assists with ADA accommodation requests, engages in the interactive process, and coordinates reasonable accommodations with employees and manager.
  • Conducts ergonomic assessments as necessary and presents results and recommendations to management.
  • Assists the agency's Safety Officer with processing claims related to Workers' Compensation.
  • Maintains total hours used each month on each employee certified for FMLA or Worker's Compensation. (Sr.)
  • Develops and delivers trainings and presentations to departments and staff on program-related areas. (Sr.)

Benefit Coordination

  • Aids the employee benefits program.
  • Enters employee benefit information into the Employees Retirement System (ERS) system.
  • Explains rules on insurance coverage changes and assists employees in determining if/when they are eligible to make benefit related changes.
  • Explains COBRA (Consolidated Omnibus Budget Reconciliation Act) benefits, deferred compensation options, and related benefit information to separating employees.
  • Responds to inquiries from employees, dependents, oversight agencies, and vendors regarding benefit program options, rules, policies, procedures, and other related issues.
  • Coordinates with ERS to research complex program issues in order to assist employees in resolving complex benefit related issues.
  • Processes, maintains, and audits Insurance Forms and requests (LOA’s, FSC’s, etc.).
  • Monitors employee status changes for Benefit purposes (LWOP, FTE, etc.).
  • Files and maintains Benefit Reports and Employee Insurance Folders.
  • Audits employee timekeeping records and reconciliation of discrepancies in employee leave balances.
  • Assists the Team Lead for Benefits and Workplace Accommodations by presenting the employee benefits portion of New Employee Orientation.
  • Plans or assists planning and organizing benefit and wellness vendor fairs for agency employees and related other learning opportunities.
  • Plans or assists planning and organizing the annual open enrollment process.
  • Delivers the agencies wellness program.
  • Serves as the primary contact for employee and vendor benefits inquiries, offering guidance on plan eligibility, enrollments, and changes while assisting with the resolution of potential issues. (Sr.)

Organizational Excellence Support

  • Conducts or assists with new employee orientations and exit conferences as needed.
  • Implements or recommends changes to procedures and processes to improve efficiency and effectiveness.
  • Provides back-up and assistance to other Organizational Excellence staff and programs to ensure continuity of operations during staff absences and peak periods.
  • Assists with or develops, updates, and/or implements Organizational Excellence policies, procedures, processes, and forms.

Compliance and Reporting

  • Ensures compliance on laws and regulations related to benefits, FMLA, and ADA.
  • Prepares and maintains reports and tracking systems related to benefit, leave requests and accommodations.
  • Updates procedures to ensure compliance.
  • Tracks and reports on leave usage, including FMLA, ADA, and workers' compensation. (Sr.)
  • Evaluates program-related metrics and prepares scheduled and ad-hoc reports. (Sr.)
  • Monitors and reports on employee benefits enrollment and participation rates. (Sr.)
  • Performs related work as assigned.

Minimum Qualifications:

Required Education

  • Bachelor's degree from an accredited college or university in Human Resource Management, Business Management or a closely related field.
  • High school diploma or equivalent and additional full-time experience in human resources, benefits or related experience may be substituted on an equivalent year-for-year basis.

Required Experience

  • Three (3) years of full-time directly related, progressively responsible experience in Human Resources, Benefits, or other similarly related experience of which two (2) years must directly related to FMLA, ADA, and/or ADAA Coordination.
  • Five (5) years of full-time directly related, progressively responsible experience in Human Resources, Benefits, or other similarly related experience of which two (3) years must directly related to FMLA, ADA, and/or ADAA Coordination. (Sr.)
  • A master’s degree or doctoral degree in a directly related field may be substituted on an equivalent year-for-year basis. (Sr.)

Salary: 62,000 - 92,237.00
